Energy issues are directly related to the development of a country and the living standards of its people. Turkey is currently in a rapid industrialization process with a young and dynamic population of over 65 million. Due to relatively high growth rate of the population, increasing consumer oriented attitudes and as a result of rising levels of affluence, the primary energy demand is rising rapidly at an annual rate of 6.7 percent. Improving the performance of the state environmental agencies (SEAs) necessitates an effective institutionalization of governmental environmental management functions. There are examples of successful and unsuccessful SEAs in several parts of the world. Analysis and assessment of these cases can deliver useful insights for institution builders. The objective of this article is the assessment of the institutional effectiveness of the SEAs in Turkey through the perceptions of the experts using the Delphi Technique. In this regard, a checklist is developed including 16 criteria and 123 subcriteria to measure the institutional effective . . .ness of the SEAs. Twenty-eight national and international experts have formed a Delphi panel and evaluated the national and local conditions. Results, based on the perceptions of the experts, indicate that the overall effectiveness of the SEAs is far less than satisfactory. Negative consensus has been reached over the effectiveness of 13 of the16 criteria and 95 of the123 subcriteria; however, no consensus has been achieved over the remainder of the parameters. The survey has also proven that the Delphi Technique can be effectively used for that purpose. Utilization of the checklist method is also useful in diagnosing the problematic components of the SEAs. SCIENCE HAS MANY Western and Eastern historical roots. All of these contributed to the body of academic literature. One of the most important aspects of scientific progress is educational institutions, including hospitals, schools, and libraries. Some of these institutions may offer an identity for a city, as well as contribute to its development. Süleymaniye Külliyesi is one such institution. Süleymaniye Külliyesi, established in the 16th century, contains many centers, including a mosque, surrounded by a hospital, school of medicine, central pharmacy, and library. It once served both the Ottoman Empire and the Turkish Republic. Th . . .e school of medicine of this complex was the first school of medicine in the Ottoman period that functioned in coordination with the hospital and central pharmacy. The library contains many rare books and manuscripts. Currently, it is one of the richest centers in the field of oriental studies. We conclude that Süleymaniye Külliyesi, with its health-related elements and library, contributed to the development and progress of science and deserves to be cited in the literature of the Western world.
