90’lı yıllardan itibaren bilgi teknolojileri alanında yaşanan gelişim, kişisel verilerin yasal olarak korunma ihtiyacını ön plana çıkarmıştır. 1699 Karlofça Antlaşması sonrası Osmanlılar, erken XVIII. yüzyıla kaybedilen toprakları geri alma politikası takip etmişti.
