Sadareti sırasında ve ilk Osmanlı Anayasası olan Kanun-i Esasi’nin ilan edilip, ilk Osmanlı Parlamentosu’nun kurulmasından hemen sonra Sultan Abdülhamid tarafından Avrupa’ya sürgün edilmesi süreci ele alınmaktadır.
